Virginia’s Bovine Emergency Response Plan (BERP)
Virginia has launched the Bovine Emergency Response Plan (BERP) to improve safety and animal welfare during livestock-related vehicle accidents. Developed by the Virginia Farm Bureau with support from the Virginia Cattle Industry Board, this initiative provides a structured framework for first responders to manage high-stress accident scenes efficiently.
Key highlights of the program include:

Comprehensive Training: In 2025, capacity-crowd sessions were held across the Commonwealth, training responders like law enforcement, EMTs, and veterinarians on scene safety, animal behavior, and extrication.

Strategic Collaboration: The program connects state agencies—including VDOT and VDACS—with national experts to ensure a unified response.

Practical Resources: Participants receive hands-on experience and continuing education credits to bridge critical preparedness gaps
The Virginia Farm Bureau continues to lead this effort, with additional instructor training and regional sessions planned for Spring and Fall 2026 to further strengthen the state’s emergency readiness.
